Alex Owens is a health care regulatory attorney who partners with providers to manage regulatory compliance in a way that protects their operations and prioritizes patient care. Her practice includes both proactive compliance planning and responsive representation during audits, investigations, and enforcement proceedings by regulatory agencies.
Alex’s proactive work focuses on helping providers build and maintain strong compliance foundations. She advises on facility licensure, Certificate of Public Need (COPN), and Medicare and Medicaid enrollment and certification. She works closely with providers to review internal procedures, draft compliant policies, and prepare strategic filings that align with both regulatory requirements and business goals.
On the responsive side, Alex supports providers facing regulatory scrutiny or enforcement. She has experience developing corrective action plans, responding to licensure and payment audits, and representing clients in administrative appeals. Her ability to translate complex legal standards into clear, actionable steps allows clients to respond efficiently while minimizing operational disruption.

Before joining Hancock Daniel, Alex gained extensive experience as a law clerk and associate attorney in private practice, supporting health care clients on compliance, licensure, billing, and administrative matters. She also advocated for vulnerable populations in areas including elder law, disability law, and veterans’ benefits, honing her skills in client counseling and case management.
Alex earned her J.D. from William & Mary Law School, where she served as Lead Articles Editor of the William & Mary Law Review. She graduated with distinction from the University of Virginia with a B.A. in Government.
