Elizabeth A. Fitzgerald

Elizabeth Fitzgerald brings nearly two decades of experience advising senior leaders across healthcare, government, and regulatory agencies. At Hancock Daniel, she represents clients facing complex compliance, investigation, and regulatory challenges, drawing on her extensive background as a federal attorney and healthcare counsel. Her work spans healthcare operations, data governance, and regulatory oversight, with a proven record of advising organizations in navigating sensitive investigations, compliance audits, and litigation.

Prior to joining Hancock Daniel, Elizabeth served as Deputy Counsel at the Defense Intelligence Agency Office of Inspector General, where she provided legal advice on investigations, audits, fraud and abuse matters, and compliance oversight. She also served as Attorney Advisor to the Director of Walter Reed National Military Medical Center, where she guided leadership on healthcare operations, contracts, privacy, and data governance. As Deputy General Counsel at DC Health, she supervised attorneys and directed legal strategy for public health initiatives, including the COVID-19 response. Earlier in her career, she was Deputy General Counsel at the Texas Department of State Health Services and an Assistant Staff Judge Advocate in the U.S. Air Force, handling litigation, investigations, and administrative law.

Elizabeth earned her Master of Laws in International Law from the University of Texas, her Juris Doctor from South Texas College of Law, and her Bachelor of Arts in History from the University of Minnesota. She is currently enrolled in the Executive MBA program at the University of Virginia’s Darden School of Business.

Elizabeth is licensed to practice law in Texas and the District of Columbia, with Virginia licensure pending.
